Although there are no small parts to choke on, we think this is not something most young twos are ready to do. That said, it's a great puzzle to introduce to older twos and threes who are ready to move on from simpler puzzles. For beginners, work along with them, giving them help with building the frames and looking at the box to find the pieces that obviously go together.
